Measure W Home Together Fund: Multifamily Homelessness Solutions

On March 3, 2026, Alameda County awarded $50 million in Measure W Home Together Funds to 10 projects under the   Multifamily Homelessness Solutions Program. Collectively, the awarded projects are expected to deliver over 900 new permanently affordable homes, including up to 346 units for people experiencing homelessness. Projects were selected based on their readiness to move forward quickly and leverage additional state and federal financing, including Low-Income Housing Tax Credits, tax- exempt bonds, and the State HomeKey+ Program. All funded developments include dedicated supportive services and demonstrate long-term operational sustainability, ensuring that Measure W investments create lasting impact for the community. Projects are located throughout Alameda County in Oakland, Berkeley, Alameda, Newark, and Livermore in alignment with Measure W Guiding Principles and the Home Together Plan. Click here for a summary of each of the projects.

Project Summaries

Background: Approved by voters in 2020, Measure W is a half cent sales tax supporting homelessness services, housing, health services, and system infrastructure. HCD has been directed to disperse two programs under Measure W, the Multifamily Homelessness Solutions Program, which awards funds to nonprofit housing developers for the construction or acquisition and rehab of affordable housing projects with homeless units, and the Emergency Stabilization Fund, which will disperse approximately $15,000,000 in one time funding to nonprofit affordable housing developers experiencing severe impacts as a result of pandemic related financial difficulties.

Available Funding: The Alameda County Housing and Community Development Department (HCD) expects to provide up to approximately $15,000,000 in funding to local non-profit developers.
