Housing and Community Development Advisory Committee (HCDAC)

The Housing and Community Development Advisory Committee (HCDAC) provides a critical community voice in programs and funding administered by the County’s Housing and Community Development Department (HCD) of the Community Development Agency (CDA). 

The HCDAC advises the Housing and Community Development Department on housing and community development matters.  The Committee has a particular focus on the Community Development Block Grant (CDBG) in the Unincorporated County and the entire Urban County (the Cities of Albany, Dublin, Emeryville, Newark and Piedmont and the Unincorporated County).  The Committee also advises on formation and policies of other HCD programs, including:

  • Recommendations for funding requests under the HOME, CDBG, Emergency Solutions Grant and other programs,
  • Development of the Urban County Citizen Participation Plan, HOME Consortium Consolidated and Action Plan, and Consolidated Annual Performance and Evaluation Report (CAPER) to the U.S. Department of Housing and Urban Development,
  • Programs serving people who are homeless and efforts to end homelessness in Alameda County,
  • Housing rehabilitation programs,
  • Affordable housing programs, and
  • Fair Housing and Tenant/Landlord housing counseling programs. 

Public hearings are held before the HCDAC twice a year on the Action Plan and CAPER.  The Committee’s recommendations are forwarded by HCD to the Board of Supervisors.
