SHIFT Program Released, Info Session 9/9

HCD announced the release of a Request for Proposals (RFP) for the Scalable Housing Investment Funding Toolkit (SHIFT) initiative, a pilot program designed to pioneer the production of affordable housing through: 

  • Pre-permitted designs that eliminate months of approval processes 
  • Scalable solutions adaptable from 4 to 16 units per property 
  • Strategic use of recent state legislation including SB 9 and SB 4 to unlock previously restricted parcels 
  • Open-source approach making all designs freely available to accelerate both public and private adoption 
  • Simplified funding through a single-source, over the counter subsidy model 

This RFP seeks qualified architecture firms to develop design proposals optimized for small-scale developments on irregular infill lots throughout the county. View the RFP.

The SHIFT initiative represents a fundamental reimagining of affordable housing development for lower income households and goes beyond to establish a replicable framework for affordable housing production statewide. “We’re opening the door for a new generation of affordable housing that can be built quickly, efficiently, and at scale,” said Deputy Housing Director Jennifer Pearce.
